COMPLIANT: M JACOBS (DEPT OF EDUCATION – FREE STATE) SINCE 2003 RELIEVE FROM DUTIES UP TO DATE
1. My name is Maryna Jacobs, Senior State Accountant, Department of Education – Free State. Since 01 July 1991 up to date (18 year services).
2. Since 2003, I was relieved from my duties. My Deputy Director: Mr. P Mohoje, decided my brain was damaged after I broke my right leg, and he lower my Job Description to a Salary Level 4-5 clerk, and not this of a Senior State Accountant – Salary Level 8. I had to do filing and sending out pay slips.
3. I was transfered from Finance to DALM: Book Provisioning.
4. When ms. BE Qwelane was appointed as Deputy Director, she called me in and made it clear to me: It is her budget, and I am relieved of my duties.
5. In February 2005, my Specialist had diagnosed me with, Hyperplasia of the pituitary gland.
6. In March 2005, my Director, Ms. B.E. Qwelane (DALM) relieved me from all my duties and any further duties. Until now my work circumstances, did not improve in anyway.
7. After I declared a dispute about my PDMS because my Job Description overlapped with those of the Junior State Accountant in DALM. Now I am totally ignored by everybody. Still the dispute is not finalized.
8. I had put in grievances, files and files. It even ends up by the Public Service Commission – Bloemfontein. Still nothing is done to improve my working circumstances or otherwise, nobody wants to help me.
9. Now, which official will not get more and more depressed in his/her occupation if it is year in and year out (seven (7) years) the same work related circumstances, that no one is prepared to address.
10. No work satisfaction.
11. I reached breaking point after years of working under these circumstances.
12. After breaking point, I had to see the Employee Wellness Program Consultants. After speaking to one, I just asked, “Please just give me some work to do?”
13. Still no change in my working circumstances.
14. I am excluded from Office meetings; planning; budgeting, etc. All the time I must explain to the junior clerks, why this is happening. I do not have any more answers.
15. After intensive therapy with my Psychologist, I had tried to put all of these things behind me and move on with my life. Little by little. It is very difficult, because I am face everyday with this circumstances and challenges.
16. My Medical Aid, Psychiatry benefits are only R15000-00 p.a.
17. Please, I want to make the following remark: “It is nice to do nothing for a while. However, going for seven (7) years. That is not acceptable.”
18. I cannot apply for posts, because I have no experience, no training, no skills, because I am losing my skills. No Performance Development Management Plan (PDMS), because I did not perform any duties. People even “label” me.
19. There is no further future for me in government to serve my country and exercise the Batho Pele Principles.
20. Honourable President Mr. J Zuma, you are my last resort for help. Can you help me to be re-instituted in my current position or to be transferred to an Institution that really needs help?
21. I must reveal to you. I have a criminal record. Assault, common. (CAS 1137/08/2009 Parkroad Bloemfontein). (This had happened out of frustration, I had assaulted another person.)
